The North Carolina Department of Revenue has a need for an experienced IT Project Manager. This position will be responsible for managing multiple medium to large projects, possibly involving external vendors and multiple business areas.

The Project Manager will:
• Manage technology projects (including procurement, resource acquisition, budgeting; developing, monitoring and controlling schedules; identifying and resolving issues and risks; and communicating status to stakeholders)
• Translate generalized customer business goals and objectives into concrete strategy and tactical plans.
• Work effectively with internal and external clients, third party vendors, and senior management in accomplishing project objectives.
• Evaluate complex situations accurately and identify viable solutions that create successful outcomes for the customer.
• Work closely with the Project Sponsor(s) and Governance Committees to facilitate decisions necessary for project delivery

DAILY DUTIES / RESPONSIBILITIES:
Responsible for project/program management functions for the Replacement MMIS (RMMIS). Will primarily lead a project to manage transition of existing internal and external reports (e.g., federal reporting, agency billing, claims reconciliation) from legacy systems to replacement solutions. Project will support client efforts to improve overall data governance and support the management and exchange of data across the State’s Medicaid Enterprise.

With direction from the RMMIS Program Director and Program Manager, applies RMMIS project/program management practices, governance standards, processes and metrics to project implementation. Ensures milestones and deliverables for RMMIS projects/programs are defined, tracked and communicated in a consistent and effective manner. Incorporates effective change and risk management controls. Partners with other IT organizations, client business leadership and other key stakeholders to define opportunities, to identify and prioritize business needs based on predefined criteria (return on investment, productivity, compliance), and to assess interdependencies. Directs project business case and requirements development. Responsible for ensuring project is completed on time, within budget and to an agreed quality level. Must possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools. Must be able to develop clear, concise recommendations for executive/management decision-making and secure approval for project progress.

General Duties:
– Responsible for overall coordination and documentation of reporting requirements from various departments;
– Work closely with Business Analysts and Technical Writers to gather information from business owners to close requirement gaps, including process flows, report specifications, and data models
– Based on project discovery activities, evaluate and propose strategy and timeline for distributing reporting requirements across technology solutions
– Responsible for evaluating and communicating what steps will be required to reach a “Done” state to departments contributing to project development;
– Responsible for tracking priority and directing business owners to information showing current state of completion of reporting requirements. Complete project intake and manage stakeholder reviews, deliverables, and testing appropriate for complexity of project
– Lead project through successive phases based on executive/management-level decisions
– Work closely with business owners and Testing Center of Excellence (TCOE) staff for reporting development, testing, and validation

SCOPE OF THE PROJECT:
This specific Statement of Work is for a contractor that demonstrates an expert knowledge of backup/restore/storage administration and the designing, implementing and supporting agency environments within a PCI/NIST/PUB1075 environment. Support contractor must demonstrate an expert knowledge of EMC, NetApp, Veeam, and Industry Leading backup and Storage components. See Required Skills section for specifics. General duties include managing internal agency backups for agency and branch offices, effectively researching and provide guidance leading to solutions with our strategic direction initiatives, monitoring backup infrastructure and security, assisting in supporting disaster recover/failover scenarios.

This individual will need to work with virtualization backup and storage group to understand requirements for this area. Under general supervision, the contractor will serve as an engineer reporting directly to a functional manager. Contractor will be a team member that ensures the stability and integrity of data, and server services through monitoring, maintenance, support, and optimization of all server and workstation backups. This individual has 24/7 on-call responsibilities shared with the group.
