*****Please note, significant travel will be required for this position, both overnight and just day trips. The BA will be going into prisons and working directly with inmates. Hours will fluctuate week to week based on travel requirements. The candidate will work from the Raleigh office when not on a client site. No remote work will be allowed. Local candidates that live within 60 miles of downtown Raleigh are highly preferred. However, if a candidate lives outside of Raleigh but has experience working in the manufacturing environment, they will also be considered.****

This position will support the North Carolina Correction Enterprises (NCCE), located within the Department of Public Safety (DPS), to move to a fully integrated, state-of-the-art manufacturing operations environment. NCCE provides the state’s inmates with opportunities to learn job skills by producing goods and services for the DPS and other tax-supported entities.

The Senior Business Analyst will act as a consultant to:
• Identify and document current business processes, issues, value levers, metrics, and capabilities by using a combination of document artifacts and verbal & diagrammatic input from NCCE business subject matter experts. These NCCE business subject matter experts are unfamiliar with Business Process Model and Notation (BPMN). The interviews with NCCE’s business subject matter experts could take place at the Raleigh administrative offices, the prison facilities where the NCCE operations are located, the warehouses, or any other NCCE designated location.
• Elicit and document future business needs, processes, and requirements by using a combination of document artifacts and verbal & diagrammatic input from NCCE business subject matter experts
• Collect, organize, and analyze data
• Identify process and information dependencies and conduct impact analysis
• Identify and document use cases or usage scenarios
• After assessing the current operations to correctional manufacturing industry best practices and other competitive operations, make suggestions and recommendations on areas for improved business solutions
• Gain consensus between stakeholders for new processes
• Produce BPMN process flow diagrams using MS Visio
• Produce business requirement and user story documentation using MS Word and Excel
• Advise IT and business stakeholders on the pros and cons of different solutions
• Produce a strategic roadmap clearly detailing the required steps, resources, cost, and timeline
• Perform other duties as assigned to complete project tasks and requirements

RESPONSIBILITIES:
• Creating documentation that reflects business subject matter expert input and is suitable for use by DPS to procure a solution.
• Gathering, refining, and documenting detailed business requirements
• Documenting current (‘as is’) and future (‘to be’) business process flows, business rules, function requirements, process flows, use case, user story documentation, and the strategic roadmap’s required steps, resources, cost, and timeline
• Defining acceptance criteria for each requirement
• Ability to review functional design materials to ensure it meets requirements and is represented in the strategic roadmap
• Leading and mentoring less experience business analysts as applicable

REQUIREMENTS:
• Candidate shall become compliant with existing agency policies and procedures for being inside a prison and coming in contact with inmates, including but not limited to the “National Standards to Prevent, Detect, and Respond to Prison Rape Under the Prison Rape Elimination Act (PREA) Standards”. • Candidate shall be required to travel extensively to different NCCE operations throughout the state, many of which are located inside the prison. There will be some overnight stays involved when the facility is geographically located in the far eastern or western part of the state. If a state car is available, the candidate will drive that car. If not, then the candidate will drive their own personal car and request reimbursement per the NC DPS Travel, Transportation Allowance, and Reimbursement policy. Hotel and meal reimbursements will be per the same travel policy. NCCE staff will escort the candidate while at the prison facility. (mandatory)

• Hours may vary week-by-week and fluctuate depending on prison facility that is being visited. Candidate must be flexible on their schedule based on the travel time needed to the prison facility. (mandatory)
• Local candidates that live within 60 miles of downtown Raleigh are highly preferred. However, if a candidate lives outside of Raleigh but has experience working in the manufacturing environment, they will also be considered. The candidate will report to work daily in Raleigh and there is no remote work. (mandatory)
• Candidate shall sign a Non-Disclosure Agreement For NC Department of Public Safety (DPS) Employees and Third-Party Providers. (mandatory)
• Candidate shall pass a criminal history record check. (mandatory)

EDUCATION:
• BSc in Business, Engineering, Computer Science or related field, or commensurate experience
