Onsite/Local Decision Support Specialist with DSS, EIS, modeling, accounting, MS Access, BI, Microsoft 365, Visio, Power BI experience

Description
The OAG is looking for a Decision Support Specialist focused on the delivery and implementation of OAG finance and accounting applications and reports in support of the Florida PALM project. The Contractor will be a part of a team comprised of an Applications Architect and a Data Architect that will spend most of the time consulting directly with the finance and accounting personnel while developing the line of business solutions. The Contractor will have the opportunity to work with the Microsoft technologies and solutions in enterprise-level environments.
The ideal candidate will effectively communicate requirements in technical discussions with accounting and finance personnel and management to ensure the smooth operation of systems and deliver customized solutions for the OAG. This position is on-site but may be allowed to work remotely.

The candidate will report to the OAG’s Division of Information Technology, Application Development Manager.

The candidate will be expected to:
• Determine how Decision Support Systems (DSS) and Executive Information Systems (EIS) will provide the information required to make effective business decisions.
• Translate requirements into applications that employ appropriate decision support and reporting tools.
• Design, develop and maintain DSS.
• Perform modeling of data sources and flows.
• Monitor system performance and implement changes to improve performance.
• Design and prepare PALM accounting reports.
• Assist the Program Manager in status reporting and project milestone tracking.
• Assist in coordinating project activities and deliverables across other team members.
• Effectively plan and conduct transition activities of newly implemented functionality to appropriate teams.
• Provide post-implementation support.

Knowledge and Skills
• Direct experience with enterprise applications.
• Knowledge and proficiency in data collection, analysis, and interpretation.
• Strong presentation and written communication skills.
• Communicating with managers, and key stakeholders about the agency’s strategic planning and business objectives.
• Prepare accounting reports.
• Design, develop and implement accounting dashboards.
• Ability to work closely with IT teams to ensure designs are aligned with business objectives.
• Assist in converting requirements into designs / configurations for testing, review and implementation plans with the Program Manager, Business groups, user groups.
• Provide post-implementation support for implemented solutions.
• Preference will be given to candidates with previous exposure to Microsoft Access applications.
Educational Requirements
• Bachelor’s degree or equivalent experience.
• Minimum of 5 years of experience in business intelligence tools and systems.
• Previous experience with enterprise systems.
• Demonstrated organizational skills in terms of project management, meeting facilitation and definition of solutions with the business.
• Strong interpersonal communication skills (verbal and written), including the ability to articulate business solutions, and communicate effectively with technical teams to develop and configure solutions.
• Strong competency in basic Microsoft 365 applications as well as Visio, Access, and Power BI.

This position requires pre-employment background screening that includes fingerprinting.
